In 1988, citizens in Callaway County voted to exercise the provisions of 205.968-205.972 of the Revised Statutes of Missouri, more commonly known as “Senate Bill 40.” This state law allows counties in Missouri to levy a local property tax to support services for persons with developmental disabilities. The tax levy was proposed by a group of people who became known as the “Opportunities to Be” Committee. This committee sought to build a foundation of funding and services for Callawegians with intellectual and developmental disabilities.
